Hafner Placed on DL; Choo Activated
Soloff said, "Travis is obviously not ready to play right now and we're hoping the DL stint will help him." Soloff said Hafner made the trip with the Indians to see how he responded to the cortisone shot.
"He didn't quite feel like himself," said Soloff. "We feel like the additional time on the DL will help strengthen the shoulder."

Don’t forget Garko. One of those outfield guys can DH with Hafner out, and Garko has not exactly been hitting like a power-hitting first baseman – .641 OPS in last 28 days. 0 for 4 again last night).

It’s so obviously a bogus use of the DL to “option” out an unoptionable, underperformer (see Borowski, Joe). Not that I have any objection to it. But we all knew Coo was due back around now and that would have a ripple effect. Now Choo can be auditioned or showcased, Hafner can get 20 days to retool in AAA, and then decisions can be made. Fine.
My question is: What kinds of regulations are in effect regarding these things? Presumably, Hafner could challenge it through the Players’ Union. Can other teams challenge? Is there an office in MLB that passes judgement on these kinds of cases? Did the Indians have to submit a medical report? Or do you just have to be able to announce it with a straight face?
Just wondering how easy or hard this is to pull off.

I think it’s highly unlikely that they’d have done it without Hafner’s agreement. It’s not like he’s losing money or service time here. Nobody’s ever going to pay him a dime beyond what he’s already guaranteed, in all likelihood.

No, the team doctor has to be willing to sign off on it, of course, and the MLB has medical officials that have to decide it’s not worth challenging. The fact they kept him out of the last few games, even in a lefty pinch-hitting situation, makes it more credible.

A team that would complain would have to be ready to claim Travis and take on his contract. Hopefully this is truly a shoulder injury and that the time off and a minor league rehab stint gets him back

buster olney has some interesting splits of pre- and post-HBP Pronk from an HBP on 4/25/07 thrown by Ron Mahay. it’s insider so i can’t paste, but:
180 games since that HBP:
BA: .243
HR: 23
RBI: 107
K: 145
147 games pre-HBP:
BA: .317
HR: 47
RBI: 132
K: 125
Could be totally spurious, but Olney’s generally pretty good in my opnion. Anybody remember what that HBP was? I can’t get my brain to work…

The HBP that stands out in my mind is the Buehrle HPB back in 2005. Based on how the Indians’ batters are often target practice for pitchers, I can understand that Hafner might be dealing with some fear of the HBP.
