Spanish lang tweets (search: Carlos Carrasco) asserting that CarCar's agent says he's in Cleveland to spot start if Westbrook (back) cannot.
LGT Twitter. Spanish tweet is here. Sounds like it's a gametime decision for Westbrook and they wanted a real starter on-hand. By the by, Jake's back is hurt? What?

The guy pushing the story on the Spanish side, Luis Rangel, is a member of BBWAA, so this isn’t made up, I’d assume.
According to Rangel, Carrasco is definitely not coming up.

Translation: So it’s official that he has not been called up.

based on the google translate though it means that Carlos Carrasco has not been uploaded by the Indians. I like that better.

I believe what he’s saying is that the transaction won’t be executed unless necessary. I do think Carrasco’s in Cleveland and they’re waiting on Jake.
It’s funny, re-reading it, I guess it could also mean: Officially speaking, he has not been called up. Oh, the intrigue!

The more I read it, the more it seems to be that he has not officially been called up, but still might.

Jake Westbrook nearly didn’t make this start against the Jays. He was bothered by some back tightness Monday, causing the Indians to have Carlos Carrasco make the trek north from Triple-A Columbus, just in case he was needed to replace Jake. But Westbrook came to Progressive Field early today and threw in the indoor cages to ensure his back is ready to tolerate the grind. The Indians still must monitor his condition in-game, but Carrasco’s services won’t be needed.
