This doesn't exactly come as a surprise, especially with the timing involved and the monetary and service time penalties at stake. It looks like the appeal will be made on the basis of Hagadone's injury being work-related, and if that's the case, the Indians would have to place him on the major-league DL, meaning that he would receive major-league pay and service while he recovers from the injury.
